DNS server slow response. ?

Found this free tool to try and find problem. Colasoft Capsa Free Edition
Found problems but don't know how to cure them.
1). DNS server slow response.
2). HTTPserver slow response.
3). TCP slow response.
4). TCP connection retry. Several hundred in about 15 minutes

When I was uploading photos to the cloud yesterday,
transfer rate was down at 33Kb (slower than dial up)

The same problem(s) are there whether I use Firefox or Chrome
and also when I use a different laptop on the same network.

What can I do to fix the problems?
