how to lock the file after someone download it?

hei, i have a problem here, i need to retrict a downloader who try to run the .exe after they download it, i'm not using anti exe, because, this is an internet cafe, so it will be a huge problem... do someone have a software to lock the folder, so i could point the destination folder into that file..????
