power up takes a long time before switch works ?

when I turn on the power strip to the computer ,,,and then press the power up switch on the computer,,,it will not turn on for a long time,,,1hour or more later,,,I prees the power up switch on the face of the computer and it will trun on and boot up normally,,,,,
the computer is a compaq presario,,,,
