Computer hanged frequently ?

Hello Sir,
When i start my computer both keyboard & mouse are totally hanged and there is a lot of noise are coming from Processor cooling fan. I remove the dust from the cooling fan and fitted tightly, then also its having so much noise. I format the Harddrive 2 times, then also it having same issue, both mouse and keyboard is not working and the computer becomes slow.
Pls..... help me.

k.karthik 		Try new keyboard and mouse use your usb ports to connect keyboard, for noise you already did trouble shoot, try it second time if same occurred try new fan,
