IP Address Conflict With Another System On The Network- Sign of Wifi hacking?

There is already a thread on this forum to resolve the issue when Windows gives the message. But my question, given I have XP with Wifi with WPA security (as good as I can go without buying a new Router; pretty strong pwd - 24 in length, several non-alphanumerics), is whether this could ever be a sign that someone has hacked into my WiFi & was trying to use it, but came in using the same IP & hence the message came up. (A) Is that possible? and if so (B) how can I detect it? I went and looked at the WiFi lights - no frenzy of activity, but that may simply mean they have gone.
