Wi Fi and GPRS connection issues ?

Dear troublefixers team,
1. Iam an Army Officer and not very updated with the latest in the technical feilds esp mobile phones.
2. I recently procured a iPhone 3G 8GB from US for myself which is jailbroken n unlocked. I have a idea connection and subscribed to the internet pack a few days ago. I did get a confirmation SMS stating that the pack has been activated but when I try using it says “Could not activate cellular data network”. I did not get any GPRS settings though I requested for it twice.
3. Connected with this is another isuue: I cant even get it hooked onto my BSNL wifi connection.I detects the wifi signal but when I opena web page it displays the same msg.
4. I have no idea whats happening and the place where I am posted doesnt have anyone capable of helping me. I would appreciate, if u could kindly solve my problem and that too in the most simplest way possible.
