to fix the problem by using Control Panel, Programs, Quick Time, Repair. This worked on both mine and my wife's Dell laptops, both of which run Vista, with Service Pack 2.
Apparently, the DLL in question, because it starts with QT, belongs to Apple Quick Time.
My experience shows that installing iTunes 9 causes it to "eat its own" by destroying Apple Quick Time. Thank goodness a Repair of Apple Quick Time resolved the problem for me. The repair of both QuickTime and Itunes fixed the problem.
