This kind of problem usually hppens when you set a refresh rate in windows graphics settings higher than what is supported by the CRT Monitor.
To fix this problem, keep pressing F8 key at startup, boot in Safe mode wirh VGA support, uninstall the graphics driver, reboot the computer and the display will come back again.
Now you need to install the graphics drivers again and set the optimum resolution and frequency which is suppoted by the Monitor that you have.
