Open Question Bookmark and Share

My computer doesnot open the programs of the CONTROL PANEL(Device Manager, Add Hardware), RUN, WINDOWS SIDEBAR, ON INSERTING PEN DRIVE ETC ?

I have laptop 751 YU of Compaq series with Vistas installed .During last few days my computer shuts down when I tried to scan with Abtivrus and takes much time in opening the programmes I took the advice form this site and
I followed start> run>type MsConfig then deleted all start up programmes
Then I deleted the disk files and temporiraily files
by Start.> All programmes.> Accessories > system tools > Disk clearance
Then surprisingly it starts very fast

But thereafter, I cannot open and run various programmes in the control panel such as Device Manager, RUN, Add Hradware and even my pen drive doesnot open

Please tell me what should I do as I have devoted hours and hours in rectifying the same but it doesn't work??
