dll error - "unable to load scanapi.dll" why is it so?

whenever i start my pc it shows a message "unable to load scanapi.dll" why is it so??
is it harmful for my pc?
plzzz suggest me the solution for dis...

looks like some remaining registry entry of a removed or corrupted program. You can download CC Cleaner and run a scan to remove bad registry entries.
