What would cause desktop properties to be unavailable?

My computer is second hand, and the previous owner had a picture from her own collection as her desktop background. I can change the picture by choosing from my own collection, but I don't seem to be able to make any changes in the desktop display properties except the color choice. I can't even choose between stretch, tile, or center. I have no access to the Windows desktop collection at all. Is there some way of undoing this? My last computer had Windows XP as well but I didn't have this problem with it, and I changed my desktop background often.
