My browsing speed is too slow. Why it is so?

On my system [ WinXP ] i can download anything from net @ 200 kBps, but when it comes to browsing my speed does not go above 30 kBps [ be it IE, FF, Chrome or Opera ]. Pages loads very slowly. When i view any video on sites like youtube even then the transfer rate it not more then 30 kBps. Why there is such partiality in downloading and browsing? Is there some setting i have to do?
