Sorry, this is not clear. What are you installing from CD?
Sounds like the Hard Drive does not have a 'boot sector' initialization with an operating system, which needed. What has the CD got on it?
If the Hard Drive was not formatted as a 'system' drive ('a Primary Drive'.) with an active bit, then its treated as a simple storage media. If you had an operating already on C: drive, then something on the CD and altered it. Now that not good.
If the computer boots normally without the CD, then whatever you are trying to do from the CD, then CD is at fault. Get another CD.
