This has been an issue for a long time and not addressed.
Boot in 'Safe Mode' (F5 while Bios is booting on switch-On system).
Then, run windows explorer.
Look in:-
Documents and Settings > User name folder > Desktop folder
Your desktop icons should be there. If not, see if there are other User account folders. Check those.
If they are in the wrong place, copy them all and paste into your Account Desktop Folder. Done.
I also suggest copy to 'All Users'. This is the best place to put general access icons for everyone, eg; Windows Explorer and so on.
As you say there are no Icons at all, 'All Users' may will be empty.
Also check that your User Account has not been 'switched OFF' or 'Expired'.
To do this, while in Safe mode, select Start > Programs > Admin Tools.
Then Computer Management > Local Users and Groups > Users
Right hand side you'll see your account, double click on it to see the settings.
You can set that to 'Password never expires'. Job Done. It should be active on Next Boot-up.
