Local area connection failed. ?

i have BSNL ut300r2u modem. i connected my modem and PC with USB cable. when ever i switch on the internet, local area network connection is disabled and when i tried to enable it , its getting failed. i need to plug out the USB cable and put into another port then only its getting enabled. how can i solve this problem. even i tried to uninstall the modem driver but PC hangs when i uninstall.
