Problem with Windows 7 loading when system and CPU temperature are low ?

Windows 7 works fast and without troubleshooting, except Windows 7 loading when system and CPU temperature are low (first loading after long time when computer was turn off). Windows loading about 15 minutes. If temperature is normal windows loading time is about 2 minutes.If I go to BIOS and waiting when temperature will be rised for loading computer, it's OK. What's problem?
