Windows Installer For Everything?

I might have posted this earlier and lost it, but whenever i start up my pc, open up Internet Explorer, a windows program, or even Counter Strike for that matter, a little window will pop up saying "Windows Is Installing..." and just sits there for a few minutes each time i go to open one of those many many programs. I know it's a problem because this has never happened before until recently. anyone have any ideas why it's doing that and how to fix it? and sorry i wasn't sure how to catagorize this
